Did the first goal or the second goal win the game? Or do you just mean who will be the final goal scorer? It would be the goal that puts the winning team in the lead. For example, 2-0 final score, the first goal is the game winning goal, it was the goal that put the eventual winning team in the lead, essentially the first goal "won the game" for the winning team. The 9-2 Caps win over the Flyers, the Capitals 3rd goal was the game winning goal. Overtime goals are automatically the game winning goal. A game that ends in a shootout, there is no game winning goal. I hope that was helpful.
