He returns to WWE after his run in AEW, only to injure himself trying to one up someone in a gym that may not have even noticed him.
Wins the Royal Rumble, only to lose to Roman Reigns at WrestleMania by not preparing for The Bloodline involvement in the match (that happened in almost every Roman Reigns match and is aired on international television). Reigns dismisses him as a joke and doesn’t take him seriously as competition.
Decides to team the next night with famous people person Brock Lesnar who decides to beat him horrendously. Brock Lesnar continues to beat him down mercilessly for months without explanation, like Itchy attacking scratchy.
They have their final match and Brock lifts Cody Rhodes arm up to praise him to the crowd, Cody goes with it and Brock never apologizes for you know…beating him for months on end.
He then goes through all the effort to win the Royal Rumble AGAIN only to seemingly give his WrestleMania opportunity away to The Rock without explanation.
He then begins to feud with The Rock and Roman after getting upset over potentially giving away his own match. The Rock beats him up Brock Lesnar style then later on The Rock and Roman Reigns defeat Cody and Seth at WrestleMania.
After plenty of Bloodline interference, Cody finally gets the win over Roman Reigns due to help from his friends and The Undertaker.
He has some title matches including only winning against Kevin Owens because KO refused to do whatever it takes to win.
Then finally Roman Reigns comes back, the guy that along with his henchman made Cody’s life hell for years…and he decides to team with him.
From a Kayfabe perspective, what is the Cody character thinking?

With the exception of Austin (and that's not an absolute), all big-time babyface are naive and inherently trusting.

Not going to lie, he's not exactly Einstein. I lost track of the amount of times he'd have his opponent beat in AEW and instead of going for the kill he'd attempt some crazy high spot.
The guy also had to invent his own championship because he locked himself out the World Heavyweight title...in the company he founded!!
Still, maybe we'll call it wilful ignorance? In this business, nobody likes a Peter Perfect. The fans want to see somebody come through adversity, so Cody has to play 'dumb' to get all the fans on his side.

The lack of support from the other babyfaces when Cody faced Reigns for the first time likely can be explained by every single one of them having enduring the wrath of The Bloodline and not wanting the smoke.
And all of them are as selfish and egotistical as the other given no one really wanted to help each other out. As a result the World's Championship was made to accommodate a whole bunch of rejects who couldn't survive The Bloodline, and as proven by their squabbling over the new title to this day, they showed they couldn't work together even if they wanted to.
Most of the top players in WWE had been at odds with each other over the previous few years and likely from any kayfabe perspective didn't trust one another anyway.
KO, Randy, Sami, Seth.. heel or face, being able to trust any of these men is always part of their dynamic given their histories.
Brock was seen as a mountain Cody had to climb to prove himself. He said it himself, " The first 2 matches were about surviving Brock, the third, beating Brock "
Giving the title match to Rock, was all about Big Dick Johnson IRL abusing his influence and getting a title shot. That explains the awkwardness. Cody's eventually title match and the madness before it were the fans turning against the idea of Rock and Reigns rubbing their dicks together for an hour to pop their Bloodline olds.
Back to the babyfaces lacking the will to work together given the Bloodline playbook.. KO to this day cannot be trusted and proved he is a threat, given his frustration in being given a title shot. Sami is a scumbag heel or face and is a constant meddler and troublemaker. Seth is a dirt bag who only looks out for Seth, and his willingness to help Cody was met with a lot of doubt that he'd actually deliver on his word and wouldn't turn. Drew is an asshole who as shown, can hold a grudge. Brock is Brock. AJ is equally selfish as a character and Finn was all in on The Judgement Day during The Bloodline climax.
