Don't get excited, but assuming it's on the horizon what games do you imagine making the cut? Obviously Rare's involvement will make a big impact on the final list if this goes down, but let's assume they are on board (minus Goldeneye for licensing purposes) what games would you pick? I forget how many were on the NES/SNES but go with 20-25.

Let's go through that list...
First Party Staples (Instant Locks) Super Mario 64 Waverace 64 Mario Kart 64 Legend of Zelda: Ocarina of Time Legend of Zelda: Majora's Mask F-Zero X Starfox 64 1080 Snowboarding Yoshi's Story
Diddy Kong Racing - It's just a matter of whether Microsoft would license Conker and Banjo who are playable characters in the game. I would consider it, but Mario Kart 64 already fills the Kart racing genre and was the more successful title.
Mario Party - You would have to have a Mario Party game, I just don't think it will be this one. Nintendo have had multiple opportunities to release the original, but have stuck with the second game probably because it's better and doesn't cause blisters.
Bomberman 64 - A good shout out. An N64 mini should really focus on multiplayer games and 4 player Bomberman 64 was one of the early joys the system had. It's just a matter of whether it's good enough to make the cut.
Extreme G - I haven't played Extreme G but it sort of feels like a redundant entry since you already have F-Zero coming out on this machine.
Super Smash Bros. - The only reason this didn't make my initial list is because it was developed by HAL. Lock it in.
Paper Mario - Similar story as before, except this time it was developed by Intelligent Studios. Lock it in...
Pokemon Snap - Pokemon definitely deserves some representation on the N64 mini. It's just difficult to choose between this or the Panel de Pon licensed game. Snap sold better, but Panel de Pon is a staple franchise for Nintendo and again is a multiplayer game which you'd want to cater to. I'd be on Puzzle League camp myself, but completely understand the other argument.
Star Wars: Rogue Squadron - It would be a great addition, the only issue is that Star Wars license. I'd see that as a barrier that would keep the game off the system.
Donkey Kong 64 - It's the only Rare game Nintendo can get away with including on the system. So lock it in.
Mario Tennis - I would personally include this game, but I'm not sure if it would be wise to saturate the console with Mario games. Mario already features in 4 games in the mini, 5 if you include a Mario Party game and if you include Tennis than Golf is going to be a weird omission. I would say no and if you want a Mario Tennis game then you'll have to buy the latest entry for the Switch.
Mario Golf - Same as above.
Excitebike 64 - Another game I haven't played, but Nintendo have pushed it on their Virtual Console market and it did receive rave reviews so I believe it would have a good chance of getting on there.
Turok: Dinosaur Hunter - An interesting choice and certainly one of the more infamous games of it's time. The only problem with a game like Turok is that it hasn't aged well at all and the second game was probably the best game of the series.
Kirby: The Crystal Shards - Nintendo love to push Kirby, so it will be there.
Jet Force Gemini - Not unless Nintendo can sort something out with Rare. It's a shame because it deserves to be on there.
Quest 64 - I like the idea of including my genres, but this wasn't a particularly good game so it would miss the cut.
Final List Super Mario 64 Waverace 64 Mario Kart 64 Legend of Zelda: Ocarina of Time Legend of Zelda: Majora's Mask F-Zero X Starfox 64 1080 Snowboarding Yoshi's Story Super Smash Bros. Paper Mario Donkey Kong 64 Excitebike 64 Kirby: The Crystal Shards
Tentative A Pokemon Game A Mario Party Game
I'm going to restrict myself to 20 entries total, so I'll go with 4 more entries.
Ogre Battle 64: Person of Lordly Calibre - Strategy games are an under-represented genre on the system and it fills that niche slot you need on a throwback system like this.
Goemon's Great Adventure - While the initial game is strong as well, the sequel includes a multiplayer option and is a fun action-adventure/2D Platformer/Beat Em Up hybrid.
Sin & Punishment - Nintendo have retroactively pushed this game pretty hard as a classic for the system and since the shooters are really under-represented otherwise, I could see this getting in.
Pilotwings 64 - I haven't played it, but it's a first party game that represents a genre that isn't already on there. It wouldn't be my pick but it's probably the most realistic.
Dr. Mario - Failing Pilotwings, Dr. Mario 64 fills that puzzle niche which Nintendo loves to include on these systems so consider this an either or.
Taking away all the restrictions, here would be my N64 Mini...
Banjo-Kazooie Bomberman 64! The Second Attack Conker's Bad Fur Day Diddy Kong Racing F-Zero X Goemon's Great Adventure GoldenEye 007 Mario Kart 64 Mario Party 3 Mischief Makers Paper Mario Pokemon Snap Sin & Punishment Star Fox 64 Star Wars Rogue Squadron Super Mario 64 Super Smash Bros The Legend of Zelda: Ocarina of Time Wave Race 64 WWF No Mercy
I could already picture the trailer for it. Lots of late 90s buzzwords and catch-phrases as Nintendo goes through all their staples, Mario 64, Ocarina of Time, Star Fox, F-Zero, Mario Kart, Super Smash Bros, Wave Race, Mario Party etc. then you hear The Rock start up is If Ya Smell catchphrase. Then we transition to the deep cuts, WWF No Mercy, Star Wars, Bomberman, Goemon, Mischief Makers, Sin & Punishment then we unveil the release date with an N64 logo. Then out of nowhere a chainsaw appears behind the N64 logo, rips through and out-bursts a giant Rare logo. Conker's Bad Fur Day, Banjo Kazooie and Diddy Kong Racing are all announced and then it appears the trailer is over....
When all of a sudden those signature white circles appear, followed by the bigger one entering on the right, Pierce Brosnan circa 95 shoots the screen and we get one last huge reveal. Goldeneye 007 is back! Hype it up, one last reveal on the release date and close.
Everyone will complain that Majora's Mask didn't make the cut and it would be glorious.
