He wasn't, as long as ANY part of your body is touching the line of scrimmage, you're good, his foot was still on the line, but literally only needed a fraction of his heel. The announcer was clueless when he was talking about the ball.

That is amazing anytime you are ahead of icons like Peyton Manning and Drew Brees.

The NFL have set an ordinary precedent with the roughing the QB rule. I'm not sure what else the Viking player could have done in that situation, other than cuddle Rodgers to the ground. Tough to call the officials out on that one, but it's certainly an instance where the call has created some division.
