No, post birth abortion is a regular campaign point for Trump.  What it refers to is some conservatives want a child with imminently terminal birth defect that we lack the means to treat to live out their natural instead of allowing doctors to put them out of their misery.  Like if a child does not have functional lungs the doctors should be forced to let them suffer in agony for a few hours until they die, instead of using euthanasia.
